Rector

Christian Jorge Torres Ortiz Zermeño is the Rector of the University of Colima for the term 2021-2025.

His academic background includes a Bachelor's degree in Public Administration from the School of Political and Social Sciences at the University of Colima, Mexico (1997), a Master's degree in Public Administration from the Anahuac University, Mexico (2000), and a Doctorate in Education from Nova Southern University in Fort Lauderdale, Florida, USA (2016).

Regarding his professional trajectory in the academic field at the University of Colima, it includes positions such as Rector from February 1, 2021, to the present; General Secretary from September 2012 to November 2020; General Coordinator of Social Communication from March 2008 to September 2012; Director of the School of Political and Social Sciences from January 2004 to January 2008, as well as Full-Time Professor at the same School from the year 2000 to 2012, when he took a leave to assume the position of General Secretary.

During his academic duties, he received the Distinctive "Desirable Profile as Teacher-Researcher" awarded by SEP-SES-PROMEP for the quality of his performance. Additionally, he was recognized as the Best Teacher for six consecutive years. His areas of interest are related to Government Structures, Legislative and Municipal Management, Contemporary Democracy, among others.

His academic production includes publications in books and articles in magazines that address topics such as voting is power, reality of the Mexican federal system, relations between the legislative and federal executive, transparency and citizen participation in the democratic process, national and local political groups in Mexico, to mention a few.

In his experience in public management, his role as Electoral Councilor of the First Federal Electoral District of the State of Colima stands out (2009-2012); President of the Selection Commission for the Integration of the Citizen Participation Committee of the Anti-Corruption System of the State of Colima (2017-2020), as well as an Evaluator accredited by the Association for the Evaluation and Accreditation of Social Sciences (ACCECISO), an organization recognized by COPAES, since 2007.

Internationally, he currently serves as the Deputy Vice President for Mexico of the Inter-American Organization for Higher Education (OUI in Spanish). Recently, he has been designated as the President of the University Mobility in Asia and the Pacific (UMAP) for the term 2023-2024.
